Uruguay: Towards a 100% renewable energy matrix by 2026

  • Uruguay already produces more than 90% of its electricity from renewable energy.
  • The country has led the adoption of wind and solar energy in the region.
  • Key projects ensure that by 2026, 50% of the energy mix will be renewable.

Uruguay is positioning itself as a leader in the implementation of renewable energy, taking significant steps toward achieving an ambitious goal: that 50% of all energy in the country will come from renewable sources. This achievement is not only crucial economically, but will also contribute significantly to mitigating climate change.

Impressive progress towards energy sustainability

Uruguay has implemented a series of energy projects and policies since the 2000s, when it began to transform its energy matrix. Currently, the country has one of the highest rates of electricity generation from renewable sources worldwide, reaching more than 90% of its electricity matrix.

Solar and wind energy are two of the pillars that have allowed Uruguay to achieve impressive figures in clean energy production. The country has a considerable amount of sunshine throughout the year, making solar energy a viable and effective option.

Key projects and goals towards 2026

The Uruguayan government has been a pioneer in adopting sustainable energy policies. In 2008, an energy policy was launched that was discussed and ratified by all parties in Parliament in 2010, allowing the country to move in an orderly and long-term manner towards a renewable energy matrix. Among the most ambitious goals is that by 2026, energy produced by renewable sources will exceed 50% of the entire energy matrix.

One of the most important projects in this regard is the development of the wind sector. By 2023, Uruguay reached 37% of wind energy in its mix, thanks to the installation of wind farms throughout the country. This growth has been faster than that of any other country, with wind energy use increasing from 1% in 2013 to the current 37% in just one decade.

Hydropower remains one of the fundamental pillars of the Uruguayan energy matrix, contributing up to 50% of the total energy produced. The dams located on the Río Negro and Salto Grande play a crucial role in this regard.

The impact on the environment

The growth of renewable energy in Uruguay has not only reduced the country's dependence on fossil fuels, but has also significantly improved its environmental indicators. In 2022, CO2 emissions decreased by 5% and this trend is expected to continue in the coming years.

Renewable energy in Uruguay

Thanks to responsible and sustainable investments, Uruguay is currently the best-positioned country in Latin America and ranks 14th worldwide in the Energy Trilemma ranking. It is expected that by 2030, the country will also advance in the decarbonization of sectors such as transport and industry, with a focus on electric mobility and energy efficiency.

New investments and challenges

While Uruguay has made great strides in the renewable energy sector, it still faces some significant challenges. Constant investment is required to improve the infrastructure of electricity grids, whose growth does not always keep pace with renewable energy generation.

By 2023, global investment in renewable energy-based power grids will reach $310.000 billion worldwide, up 5% from the previous year. However, this is still insufficient, as it is estimated that twice as much is needed to adequately support the growth of renewables. By the end of 2022, 1,5 terawatts of renewable projects globally were either not completed or were delayed due to grid connection issues.

Uruguay has also had to deal with rising capital costs to finance renewable energy projects, especially in developing countries. According to recent studies, while in high-income countries the interest rate for these projects is around 4%, in countries with lower credit ratings like Uruguay, this figure can reach 10%.

Energy exports: A model for the region

Another key aspect of Uruguay's success in the energy sector has been its ability to export surplus energy. In good months, Uruguay has exported more than 50% of its electricity production to neighboring countries such as Argentina and Brazil. This positioning makes the country a model to follow for other nations in the region seeking to exploit their natural resources in a more sustainable way.

The importance of the role of the National Administration of Power Plants and Electric Transmissions (UTE) was also highlighted. This administration manages a large part of the country's energy infrastructure and has managed to significantly increase the production of hydroelectric dams in recent years.

The result of these efforts has been that, throughout 2024, Uruguay has repeatedly achieved 100% electricity generation from renewable sources, an achievement that very few countries in the world have achieved.

The Uruguayan government is also on track to continue advancing and consolidating its sustainable energy model, with a view to continuing to lead the transition towards clean energy in Latin America.
