Water resources: sustainability in the face of drought
The city of Estepona has presented its water resource generation model to European forums , focusing on seawater desalination powered by photovoltaic energy . This system, which is awaiting the necessary permits to begin installation, aims to produce up to 15 million liters per day, covering the consumption of the local population and allowing for relative self-sufficiency during periods of scarcity.
The project represents an investment of nearly €20 million and stands out for reducing the traditional energy costs of desalination plants by taking advantage of the 330 days of sunshine per year on the Costa del Sol. Furthermore, it addresses one of the main environmental challenges of desalination: brine management. The technology used will pump the resulting salt several kilometers offshore, minimizing its impact on coastal biodiversity and promoting the industrial use of byproducts.
Optimizing agricultural resources: fewer emissions, more control

The Spanish livestock sector has made significant progress in reducing pollutant emissions through the use of technological tools such as ECOGAN, developed by the Ministry of Agriculture. This application facilitates the precise monitoring of ammonia and other gas emissions, enabling the sector to meet and exceed the reduction targets set by the European Union.
Between 2021 and 2023, the sector achieved reductions of 6,2%, 16%, and 16,7%, respectively, compared to 2005 emissions, exceeding the 3% reduction target. ECOGAN, thanks to public-private collaboration and the involvement of the pig sector, collects data from thousands of farms, supports the traceability of technical improvements, and is key to the environmental sustainability of livestock farming.
Resources for equality: debates on the reorganization of services in Madrid
On the social front, the management and distribution of resources aimed at equality and the prevention of gender-based violence is currently generating intense debate in Madrid. The City Council plans to consolidate existing equality and victim support resources into new Comprehensive Women's Support Centers (CIAMs), arguing that this will broaden coverage and eliminate administrative redundancies.

Institutional resources: proposals to guarantee stable resources in military life
In the legislative arena, the Sumar parliamentary group is promoting legislation to permanently guarantee the funds and resources allocated to the Observatory of Military Life . This body, which reports to the Ministry of Defense, has been warning for years about the insufficient resources that limit its work in defending the rights and conditions of Armed Forces personnel.
Sumar's proposal seeks to amend current legislation so that the Observatory has its own budget included in the General State Budget and that its operation and structure are clearly defined by regulations, thus strengthening its independence and capacity for action.
Recognition of the work carried out by this body on its tenth anniversary coincides with the demand for an update to its legal framework and the allocation of resources commensurate with the importance of its advisory and consultative functions in improving the quality of life and rights of military personnel.
