Spain boosts the clean technology industry with an ambitious aid program

Clean technology industry in Spain

The Spanish industrial sector is preparing for a significant leap forward in the manufacture of clean technologies thanks to a new aid program from the Ministry for Ecological Transition and the Demographic Challenge (MITECO), which allocates €480 million to strengthen the national value chain in strategic areas for the energy transition. This initiative is part of Component 31, under the umbrella of the Recovery, Transformation and Resilience Plan (RTRP) and its REPowerEU chapter, with the aim of accelerating the deployment of renewable energies and consolidating industrial sovereignty in Spain.

The deployment of these resources aims to foster both the creation of new factories and the modernization and conversion of existing production lines , thereby increasing the national industrial base's role in the production of essential renewable energy equipment, such as solar panels, wind turbines, batteries, heat pumps, hydrogen electrolyzers, biogas, and hydroelectric turbines . The program, managed by the Institute for Energy Diversification and Saving (IDAE), guarantees that the grants will be awarded on a competitive basis and on a permanent basis, once the execution and justification of eligible expenses have been verified.

What technologies will the program support?

Industrial components of clean technologies

The list of eligible technologies and components is extensive and includes:

  • Solar energy: photovoltaic, thermal, solar concentration and collector technologies.
  • Onshore and offshore wind power: turbines for onshore and offshore wind farms, as well as solutions for harnessing tidal and wave energy.
  • Energy storage: includes advanced batteries, thermal storage, electrochemical systems, gravitational and compressed air technologies.
  • Heat pumps and geothermal energy: for efficient air conditioning and use of geothermal energy.
  • Renewable hydrogen: electrolyzers, fuel cells and other related systems.
  • Sustainable biogas and biomethane: energy treatment and utilization technologies.
  • Power grid: from substations and transformers to solutions for digitalization, electrical charging or industrial automation.
  • Hydroelectric technologies such as turbines to harness water energy.
  • Biomass, energy efficiency and industrial decarbonization systems: furnaces, hydrogen-ready reactors, industrial boilers, and more.

It is important to note that the final list may be subject to authorization by the European Commission and, if necessary, may change in the final version of the call for proposals.

Who can apply for aid?

Clean technology industrial plants

The call for proposals is open to both the creation of new manufacturing centers and the expansion or conversion of existing plants, provided they are geared towards the production of clean technologies and their main components. Support is also planned for facilities that adapt their production lines to manufacture equipment not previously produced.

Companies can submit their projects through competitive bidding and, once approved, will receive the grant after justifying their expenses and the successful execution of the planned investments. The entire process will be managed by the IDAE (National Institute of Statistics and Census), and details can be found on the official MITECO website.

Granting criteria and amount of subsidies

Criteria for aid in clean technologies

The amount of aid starts at 15% of eligible costs, with caps that can reach up to €150 million per project. However, this amount increases in the so-called assisted areas according to the European map of regional aid:

  • Zones 'c': up to 20% and a maximum of 200 million euros.
  • Zones 'a': up to 35% and a cap of 350 million.

Small and medium-sized enterprises (SMEs) benefit from additional advantages, as they can receive an extra 10% or 20% , facilitating access for smaller industries. Furthermore, they can request an advance payment against the total amount granted, streamlining project financing. It is worth noting that these grants can be combined with other European funds , provided that the same cost is not subsidized twice.

Innovation in clean industrial technologies

In addition to economic viability, the selection process will assess strategic, social, and environmental criteria : job creation, reduction of vulnerabilities in the industrial chain, minimization of the carbon footprint (especially in transportation), and the impact on the local environment. Environmental sustainability and the contribution to European objectives such as those of the Clean Industry Pact will be given significant weight.

The period for public consultation and submission of comments on the order and call for proposals will remain open until September 8, 2025. This consultation is key to gathering proposals and contributions from the industrial sector, social partners, and interested citizens before the final approval of the terms and conditions.

With this plan, the Government aims to revitalize the industrial momentum generated by previous initiatives such as the RENOVAL program, which has already channeled €296 million to more than 30 industrial projects linked to renewable energy. The commitment to strengthening the country's technological and industrial autonomy and developing a competitive ecosystem for clean technologies is clear. The anticipated impact is expected to be significant not only in the energy transition , but also in the creation of skilled jobs and in positioning Spain as a leader in the manufacture of sustainable solutions.
