Functions and powers of the Department of Environment and Territorial Planning

The main areas managed by the Ministry include:

In 2021, the Law to Promote the Sustainability of the Territory of Andalusia (LISTA), a regulation that aims to adapt land use and urban planning policies to current challenges, such as climate change or the sustainable management of natural resources. This law seeks to simplify administrative processes related to urban planning, promote more environmentally friendly development and ensure greater citizen participation in decision-making.

Organic structure

Decree 216/2015 establishes the structure of this Ministry, which is organized into different levels:

Central Governing Bodies

  • Deputy Ministry: It is the highest representative body and is responsible for coordinating all the activities of the Ministry.
  • General Secretariat for Land Use Planning and Urban Sustainability: It is responsible for coordinating urban planning policies, as well as meeting sustainability objectives.
  • General Secretariat for the Environment and Climate Change: Oversees the management of the natural environment, environmental quality and the prevention of climate change.
  • General Technical Secretariat: Responsible for issues related to human resources, regulations, assets and financial management.

Affiliated entities

The Department has two affiliated entities of special relevance:

  • Agency for the Environment and Water (AMAYA): This public corporate agency develops essential activities for the protection of the environment, particularly in emergency situations.
  • Doñana 21 Foundation: It was created with the aim of promoting sustainable socioeconomic development for the municipalities surrounding Doñana, through projects that respect and enhance the biodiversity of this protected area.

Collegiate bodies

there are several collegiate bodies who advise and participate in decision-making in specific areas:

  • Andalusian Council of Environment: This body integrates the participation of relevant social actors in environmental management.
  • Andalusian Water Council: It focuses on the management of water resources, being key in infrastructure planning and the resolution of conflicts in this area.
  • Andalusian Council of Biodiversity: Its objective is to ensure the protection of natural spaces and biodiversity in Andalusia.

In addition to these bodies, the Ministry coordinates several committees and observatories dedicated to territorial planning and water management, such as the Territorial Observatory of Andalusia and Territorial Commissions for Land Management and Urban Planning.

Ongoing projects

The Ministry actively participates in projects such as RECAPCYCLE, an environmental education program aimed at raising awareness of the need for recycling among the elderly population, encouraging their active participation in waste management. In addition, the annual contest is organized Andalusian Meeting on Environmental Education and Urban Sustainability, which promotes local initiatives related to sustainability.
