The Ministry for Ecological Transition and the Demographic Challenge (MITECO) has launched the public consultation process regarding the proposed resolution that will determine the sales, supplies, and final energy consumption used to calculate the energy savings obligation for entities subject to the National System of Energy Efficiency Obligations (SNOEE). Comments can be submitted until September 11th via a dedicated online form.

This initiative falls within the framework of the changes introduced by Royal Decree-Law 7/2026, which amends Law 18/2014. Among the new features are the inclusion of new categories of obligated entities, and the calculation of the obligation is now based on actual sales or final energy consumption for the corresponding year. The new methodology establishes definitions, conversion factors, and data submission procedures to ensure the traceability of the information.

Energy saving tips

The European campaign "Activate Your Power" reminds us of simple habits to reduce energy consumption in summer: ventilate early in the morning, keep blinds and windows closed during the hottest hours, use ceiling fans or evaporative coolers, and limit air conditioning use to occupied rooms. Reviewing your contracted power and comparing tariffs can also lead to significant savings on your electricity bill.

At the municipal level, the Estepona City Council has upgraded the public lighting in six parks with LED technology, demonstrating how energy savings are revolutionizing public lighting by allowing for savings of 95.550 kilowatt-hours per year, equivalent to the consumption of 27 homes. The investment of €186.823 will be recouped in approximately ten years thanks to annual savings of €27.000 and a 65% reduction in installed power.

Energy efficiency also influences the real estate market. According to the Spanish National Statistics Institute (INE), more than 13 million homes in Spain were built before 1980, and many have low energy ratings. Homes with good ratings can command a value premium of up to 15% (green premium), while those with low efficiency suffer discounts of 15% to 20% (brown discount). The European EPBD directive will require minimum ratings by 2030 and 2033, making renovations crucial.

The end of the European funding cycle for building renovations, which concluded in February 2026, creates a "cliff effect." Homes that did not undergo energy efficiency upgrades will have to bear the cost without subsidies , making it even more crucial to plan for energy efficiency investments.

Energy efficiency has become a priority in Spain, driven by regulations, incentives, and greater public awareness. From the obligations of the National System for Energy Efficiency (SNOEE) to regional subsidies and home improvements, the path towards more responsible consumption is unstoppable. The combination of these factors not only reduces electricity bills but also increases property values and contributes to the country's sustainability.
